This release contains the following resolved issues:

Applications that are without a backup are no longer left in the backup state by Solution Control Server (SCS) when the haflip-detect-timeout option is set. Previously, when haflip-detect-timeout was set, applications that were without backup were occasionally left in the backup state by SCS. Prior to this fix, the workaround for this issue was to set the haflip-detect-timeout option to -1. (MFWK-22772)
