URS requests CurrentTargetState individually per agent. For groups URS requests CurenttState statistic.

Here are the constraints:

StatObject	Statistic	Constraint
GroupAgents	CurrentTargetState	number of agents <= 32767
GroupAgents	CurrentState	number of agents <= 65535

So, if your agent-group has 50K agents or so, only 32767 of them will be reported in CurrentTargetState, requested by URS (if CurrentTargetState is requested for group, and not for each agent individually).
