When using the PostgreSQL DBMS, database requests no longer fail if the
SQL binding statement contains timestamp format strings, such as

server's security certificate by the Windows TLS client socket. However,
this might cause the failure of existing TLS connections that do not have

connections, make sure that server certificates are used. Alternatively,
you can use the new option client-auth
to disable the default
behavior and restore pre-8.1.3 behavior.

If you use a tool other than Windows certificate services to generate the
TLS security certificate and then import the certificate to Windows manually,
the CERT_TRUST_REVOCATION_STATUS_UNKNOWN
