The Resource Manager now always uses auto-commit mode while making database calls to the third-party Polyhedra database. A new patch from Polyhedra contains a fix for their fault-tolerant client library. Previously, calls made to the database in manual-commit mode would hang when a failover was in progress, eventually draining the database connection pool and causing allocation failures. Resource Manager (RM) has been improved when deployed as a redirect server in High Availability (HA) mode with SIP Server for the following scenario:
When installed in HA mode, RM now performs IP Communication Server (IPCS) port management correctly. Both Resource Managers check that the other is alive by sending frequent heartbeat messaging, and based on the status returned, one of the Resource Managers will mark itself Active. The Active RM performs IPCS port management, which minimizes stuck sessions and over-allocation of the ports. Previously, neither Resource Manager was designated Active which caused stuck sessions and over-allocation of IPCS ports. (ER# 232469815)

Resource Manager (RM) no longer reuses the same variables and objects when using the APPID.xml
file. Previously in this scenario, RM would use excess memory. (ER# 191941995)
In a High Availability configuration, RM no longer experiences frequent out-of-sync issues. Previously, if both the primary IP Call Manager (IPCM) and back up IPCM received calls simultaneously, the RM database and in-memory cache reserved ports incorrectly. (ER# 216970693)
IPCM now checks for the media gateway port allocation in the database and, if all ports are busy, it rejects the call and sends a 480 Temporarily Unavailable SIP
message to the caller. Previously, when all ports were busy, Resource Manager incorrectly listed current active sessions from the database to be cleaned which impacted the active calls processing. (ER# 217133134)
Resource Manager now sends the 488 Not Acceptable Here
SIP message to the caller when it cannot select the correct IPCS port. To enable this SIP error code in Resource Manager the following configuration changes are required in the Resource Manager section in Element Management Provisioning System (EMPS).

When changing the IP addresses of existing Media Gateways, you no longer have to restart WatchDog after each change. Previously, one IP address at a time could be changed, and WatchDog on the Resource Manager (RM) machine had to be restarted after each change. (ER# 26796854)
The backup IP Call Manager (IPCM) can now retrieve Media Gateway information from LDAP successfully. Previously, Media Gateways were marked as unavailable in RM and calls were rejected when the backup IPCM replicated the data to the primary IPCM. (ER# 26966821)
