The MCP fetching thread no longer gets stuck in libcurl on a Windows system. Previously, in very rare situations, it got stuck when the millisecond time value provided by a system function and used by libcurl rolled over to 0. This time value starts at 0 on system start and rolls over in 49.7 days. The rollover is now avoided by making libcurl use a 64-bit time value. (GVP-40720)
