Primary and backup T-Servers now run correctly according to their roles if, during a switchover, the primary and backup T-Servers get disconnected, and the connection is then restored for both. Previously in this scenario, the backup T-Server incorrectly notified its clients that its role changed to primary while it remained running in backup mode. (TS-10608)
